The Cityvilla Group was founded by Mr. Andy Tham Cheng Lock in 1989 and the Group was mainly involved in property development and construction. He started his first project known as Taman Tampoi Utama comprising 2,900 mixed development units in 1991 with a bridging loan of RM20 million from Aseambankers Malaysia Berhad. He sold the project to Kemayan Corporation Berhad for a cash consideration of RM30 million in 1993. He then used the cash proceeds as catalyst to develop further projects such as Plaza Mentari (Sun City), Empire World Trade Centre, Bakar Batu, Permas Jaya land and other projects. All in all, he has added another 22 project companies to the Cityvilla Group within a period of 30 years.
Mr. Andy Tham is a self-made man and has every reason to be happy and satisfied when he is able to achieve many successes in the field of development comprising the Group’s flagship corporate building known as Plaza Mentari (Sun City), completed 6 projects and 9 current on-going projects, Net Asset Value (NAV) of RM1.6 billion and cash balance of RM60 million. More importantly, the Cityvilla Group is a group of great potential and has a bright and prosperous future lying ahead.

Mr. Andy Tham Cheng LockChairman
Mr. Andy Tham Cheng Lock began his humble beginnings in Muar, Johor Bahru. He attended Muar High and Tunku Abdul Rahman College (TARC) and successfully completed his studies in the year of 1990 (ACA Part 1). He began his first years of working with Ernst & Young in 1981 and subsequently left to join Low Nam Hui & Sons in the year of 1983.
He has over 30 years of vast experience in the fields of property development and construction since the year of 1991. He has great passion for property development and has initiated costly 3D project designs for development and has utilised such 3D designs in his research and development to bring about better layout and housing designs compatible with the ever-changing lifestyles of today’s society. He has also started using the contemporary model of scheduling to monitor and control the completion of the projects to be within schedule with high quality.
Mr. Thomas Tham Giap ChaiChief Executive Officer (CEO)
Mr. Thomas Tham Giap Chai is nephew to Mr. Andy Tham Cheng Lock and cousin to Mr. Tham Ye – Jin. Born in Johor Bahru, he holds a degree in Accountancy from the University of Western Australia (UWA) and joined the Board in 2005.
Mr. Thomas Tham is primarily responsible for the operations and management of the Cityvilla Group comprising finance, sales, accounts, project, design and business development of the Group on a day-to-day basis. He presides tirelessly over the Group’s weekly management meetings involving directors and head of departments dealing with reports on profit & loss, budgeted cash flows, work schedules, quality and control (QLASSIC) and work awards for each project. Mr. Thomas Tham is actively involved in the expansion and growth of the Cityvilla Group in the creation of higher value assets for the Group.
Mr. Tham Ye - JinChief Operating Officer (COO)
Mr. Tham Ye – Jin is the son of Mr. Andy Tham Cheng Lock and cousin to Mr. Thomas Tham Giap Chai. He holds a degree in Accountancy and Applied Economincs from Monash University Malaysia.
He started his career in Ernst & Young and delved into areas of auditing and corporate taxation, particularly niche areas such as waste and landfill management and has been involved with corporate clients such as 7-Eleven Malaysia, Malaysian Technology Development Corporation (MTDC), Malaysian International Shipping Corporation (MISC), Sapura Technologies and Berjaya Group under his portfolio.
He was appointed Director in 2021 and is primarily responsible for the operations and management of the Cityvilla Group comprising finance, sales, accounts, project, design, legal and business development of the Group on a day-to-day basis. He is leading 7 head of departments and presides tirelessly over the Group’s daily management meetings with 7 head of departments dealing with daily operations involving schedules covering reports relating to profit & loss, budgeted cash flows, works, quality and control (QLASSIC), design and sales. He also actively participates in the Group’s weekly management meeting involving directors and heads of departments.

The Cityvilla Group has been professionally managed by the Board of Directors and its management staff.
- The Board is run by 3 directors and all the directors are working directors holding an executive function. The directors are primarily responsbile for the day-to-day management and operations of the Cityvilla Group.
- The management at staff level is segregated into 7 different departments comprising Accounts & Finance, Design, Project, Sales, Business Development, Human Resources and Legal. Each department is headed by its own respective manager and to-date, we have 7 experienced managers leading a total staff members of 25. The staff members comprises our Assistant Work Managers, Site Engineers, Site Supervisors, Procurement Executives, Project Designers, Account Executives and Adminstration Executives. Our employees have acquired high-level of knowledge, skill, courage, vision and motivation to design, manage and complete the many projects for the Cityvilla Group over the years in an admirable manner.
The Cityvilla Group cares a lot for the wellbeing of its staff. The Cityvilla Group has a policy to provide free vehicle and accomodation to ease the financial burdens on our employees so as to enable them to achieve higher savings for the betterment of their lives. The Cityvilla Group has a sincere wish for its employees to share the wealth of the Cityvilla Group as the Cityvilla Group expands and prosper in the same journey together with its employees. The Cityvilla Group aims to award each employee up to RM1.0 million cash sum and it is our hope that our staff and employee can use the award to uplift their lifestyle and standard of living for them and their families.

Over the years, we have built up a capable pool of personnel comprising directors and staff members equipped with high-level of knowledge, skill, courage, vision and motivation and able to utilise such attributes to manage, design, build, sell and complete our housing and commercial development units through a fast and professional manner with a high standard of quality in a highly competitive environment.
The Cityvilla Group believes that a good designing system can achieve a beautiful housing environment in terms of quality building design and layout. The design system can ensure that the construction works can be undertaken in a safe, fast and calibarated manner.
For this, we have invested in a costly 3D designing system by setting up an in-house 3D project design department manned by 10 creative and experienced project designers. The duty of the designer is to carry out research and development on building designs, layout, construction design and beautiful housing environments. Through research and development on design, we are proud of our design department that has achieved many quality designs to-date such as Terrace house design without backlane, terrace shop house without backlane, working slab design without use of external scaffolding, T-concept apartment design without use of voids or airwells, with open kitchen, with glass-framed enclosure for drying yard, with 3-side views and without the use of elevated carparks.
Our 3D design system has also helped us save substantial amount of time by significantly reducing the submission time for development orders (Kebenaran Merancang) and building plans from 12 months to 2 months.
We have put our 3D designing system to the test in the construction of 1,174 apartment units in Larkin Indah. Today, we have achieved great success when we completed the construction of 1,174 apartment units within a period of 18 months. We have also received standing ovations from many quarters when our apartment design received 2 national property awards namely, Bess Market High Rise (Southern) Development by PropertyGuru Asia Awards 2023 and StarProperty Real Estate Developer Awards 2023. We have also achieved a QLASSIC quality score rating of 80.13% by the Construction Indsutry Development Board (“CIDB“).
The aim of our project and work department is to construct buildings using design, work methods and technologies in order to achieve:
- High safety standards in order to avoid loss of life. We have achieved this by having a building design with working slab without use of void and without use of scaffolding.
- Fast completion for structural works. The Cityvilla Group is able to achieve this by having a formwork design using innovative hybrid composite formwork for wall, pillar and beam.
- Fast completion for building works. The Cityvilla Group is able to achieve this:
- By having a unique external building design with working slab to allow our workers to carry out external works such as brick laying, concreting of walls, skimcoat, painting and others on a floor-by-floor basis without use of external scaffolding.
- By having an effective internal building design without void areas or airwells. This unique design allows us to carry out architectural works such as brick laying, concreting of walls, skimcoat, painting and other works without the void areas and the use of external scaffolding in the void areas.
The Cityvilla Group believes that strong sales originates from good design for building, building layout, landscape, environment and after-sales management. For this, our project design team plays a significant role in creating unique and beautiful designs for our developments. Our unique designs to achieve greater sales comprises:
- Our building is designed with 50% concrete wall and the other 50% of full-panel glass that creates space and glamour appealing to homebuyers’s views from inside and outside the building.
- Our building is designed with a floor plan with units going in and out avoiding design monotony in external design. Each apartment unit can be viewed from 3-sides similar to bungalow-living with good view, ventilation and lighting.
- Our building is designed without a void in the building block and our kitchen is designed facing outside the building block. The unit and corridors will always be maintained in a clean and healthy manner because smoke generated in kitchen areas can flow directly out into the open space outside the building avoiding soot being accumulated and causing ugly stains in the house over time.
- The building is designed whereby our yard is enclosed with glass frame and is brightly lit. Laundry is washed and dried in the brightly lit area without having to expose and dry laundry outside the building using bamboo sticks creating an unsightly views or scenes from outside the building.
- The building is designed in a manner whereby residents do not have to bear the burden of maintenance charges. Maintenance charges are paid for by the developer of a period of 20 years.
- The design for landscape layout is based on Green Concept where we create green in any open available space. We have planned for gardens in our developments such as rooftop gardens, first floor garden, second floor garden, ground floor garden, lower ground floor carpark garden, fountain garden, shop offices garden and other types of gardens.
- We have designed our sales with a system whereby no homebuyer shall walk out of our sales office without a purchase. Any homebuyer not eligible for bank loans will be financed by our company through our in-house financing programme where we allow the homebuyer to finance their home purchase through a period of 25 years.
- The building is designed, built and completed in a manner where we will achieve a QLASSIC quality score rating of 80% for our completed apartment units.

Over the past 30 years, we have nurtured and develop our employees and staff whereby all our employees have acquired high-level knowledge, skill, courage, vision and motivation to manage the many projects for the Cityvilla Group over the years in an admirable manner. Our staff has designed, built, sold, managed and completed many development projects sucessfully especially using 3D modelling.
As a reward for our employees, we have formulated a welfare policy to safeguard the wellbeing of our staff and our policy incorporates the following incentives subject to their performance and other factors including free use of vehicle and accomodation, attractive annual increments, annual entitlements and our Group sets aside a portion of the Group’s profits as long-term savings for our staff. The additional savings arising from our incentives provided will enable our staff to lead a healthy lifestyle and improved standard of living for the staff and their family.
The Cityvilla Group provides professional and comprehensive training programmes for our staffs using contemporary models of schedulling. Every staff member has to go through complete sequences of their respective roles in a hands-on manner as guided by their work schedules. The training will enable our staff to pick up the necessary knowledge & skill to climb up their career within a short period of time. For example, a Junior Site Engineer can qualify as a Work Assistant Manager within a period of 3 years instead of 6 years.
The Cityvilla Group has the financial resources comprising a total asset value of RM1.6 billion and a cash balance of RM60 million as at 2023. This means the Cityvilla Group always has the financial capacity to finance any new development using our own funds including 9 current projects under development now which can produce a profit of RM4.6 billion within the next 6 to 8 years. Our Net Asset Value will be further enhanced to RM4.6 billion upon completion of the 9 projects. The Cityvilla Group has zero gearing and it is our policy to not to borrow money to finance development.
